Baxter Wastewater Treatment Plant In Permitting Phase


Baxter’s Wastewater Treatment Plant project making slow but steady progress.

City Engineer Tom Bennett said the project team has gotten through a good portion of the design phase and is currently in the permitting phase with the Tennessee Department of Environment and Conservation

“It’s working through their steps there is a very detailed process for wastewater plants that you have to follow,” Bennett said. “Actually it’s a two-step permitting and in this case, we had a third step that included a preliminary engineering report. We’re in the second step of the permitting which is the approval of the engineering report basis fo design for the project.”

Bennett said once that is approved, the full construction drawings will be submitted for approval and then it can go to construction. He said because this is funded by the USDA, the drawings will have to go through their approval processes as well. Once approved by the USDA, the project can be put out to bid.

Bennett said they are still several months away from bidding out the project. He said he predicts that will occur sometime in early 2023.
