Crossville Council To Consider General Contractors For Indoor Recreation Center


The Crossville City Council will consider soliciting proposals from general contractors to lead its indoor recreation facility project.

Uplands Design Architect Kim Chamberlain said instead of bidding out the entire project, he recommended seeking qualifications to find a general contractor.

“Once they’re on board, they become a member of the team and work along with us to go through and analyze budgets all the way through the design process of the project,” Chamberlain said. “Once then we complete our documents and you approve us to go out to bid, the general contractor will bid all the packages for the project.”

Chamberlain presented three preliminary concepts to the council in a work session Tuesday. Chamberlain said the first includes an all-purpose sports court. The second includes a competition size pool. The third includes the pool as well as an outdoor swimming area.

“One of these options needs to be what you decide what we want to move forward with,” Chamberlain said. “From our standpoint, going back and fourth now about what you want is fairly easy. Once we start design work, that’s when we start to put in the man hours.”

Chamberlain said once the council decides on a concept, the design process for the project will begin. If approved by the council, Chamberlain said contractors will have until February 17th to submit qualifications. The council will then decide on the general contractor in March.

In other business, the final resolution reading for Crossville to purchase the Village Inn postponed. City Attorney Randall York recommended for the council to not consider the budget amendment to allow the purchase. York said the legalities of relocating current tenants needs to be further explored.

York said the city at this time is not fully committed to the purchase. The council approved the purchase on first and second reading last year.
