Cookeville City Council authorized the city manager to execute a change order for the South Jefferson Avenue Waterline Replacement Project Thursday night.
This is the third change order for the project that initially began in 2023. Cookeville Water and Sewer Director Barry Turner said the change order is to replace two sections of sewer lines on Church Avenue between Spring Street and Broad Street.
“They are too bad to do with no-dig technologies, so we need to dig and replace those,” Turner said. “We have enough money, we think, in the South Jefferson Waterline Project to cover these without changing the contract amount.”
The change order will also consist of removing existing fire hydrants that are being taken out of service, and removing and lowering abandoned valve boxes on Spring Street for future milling. Turner said the contract amount will remain at an estimated $6.6 million, but will extend the contract time by 182 days
Turner said that due to some revisions of the route, which reduced the footage of the 12-inch pipe and the quantity of fittings used is the reason there are no additional charges to the contract price.
In other business, the council approved the second reading of a rezoning ordinance for a property located on Bill Smith Road
The council approved awarding a bid for uniforms, vest carrier system, MOLLE Carrier, body armor, and badges for the Police Department.
The council approved to purchase of three CID vehicles. The total cost of all three vehicles is an estimated $83,800.
The council approved awarding bids for annual and semi-annual paving, asphalt mix, milling, mineral aggregate, striping and pavement markings, concrete, pipe, and tire recapping.
Bids were awarded for various inventory items for the Water Quality Control Department. Inventory items included copper setters, meter boxes, corp stops, poly tubing, brass adapters, fire hydrants, valves, valve boxes, Tricast AMI Lids, repair lamps, manhole risers, Hymax Couplings, and MAX Apaptors.
The council authorized the city manager to sign a proposal with T-DOT for the Buffalo Valley Road Bridge Project over Cane Creek.
The council approved an emergency purchase for a pump rotating assembly for the Booger Swamp Pump Station. Turner said the pump recently had a shaft break. Turner said the total cost is an estimated $27,600.
The council approved a change order for the construction of the Energy Department Facility. Haney said the contractor received five bids for the sitework phase of the project. The low bid was approved at an estimated $1.9 million. Haney also said the change order includes work that needs to be performed by the contractor, as well as the contingency amounts and bond-in for an estimated $2.3 million.
City Manager James Mills provided an update on the city’s opioid settlement funds. Mills said the city has received an additional $73,276.75 in opioid settlement funds for the current fiscal year. Mills said the city has already been transferred to Cookeville Regional Medical Center. Mills said the funds are appropriated to CRMC’s Addiction Navigator Services Program.
