A joint investigation by the Tennessee Bureau of Investigation and the Overton County Sheriff’s Department resulted in the arrest of a Baxter man in connection to a homicide.
The Tennessee Bureau of Investigation said agents began working alongside local detectives on March 23 at the request of 13th Judicial District Attorney General Bryant Dunaway. The investigation centered on the death of Teddy D. Turner after he was found deceased inside his residence on Upper Hilham Road in Livingston.
The release from the TBI said that during the course of the investigation, authorities gathered evidence that indicated James Richard Mullin, an acquaintance of the victim, was the person responsible for his death.
The Tennessee Bureau of Investigation said investigators obtained a warrant for Mullins on Tuesday. The warrant charged Mullins with felony murder.
“With assistance from the Putnam County Sheriff’s Office and the Baxter Police Department, Mullins was taken into custody at his residence in Baxter and booked into the Overton County Jail,” a Tennessee Bureau of Investigation release said.
The Tennessee Bureau of Investigation said the arrest followed the discovery of Turner at his home in the 2200 block of Upper Hilham Road.
“The charges and allegations referenced in this release are merely accusations of criminal conduct, not evidence,” the release said.
The Tennessee Bureau of Investigation said the joint investigation involved special agents and local deputies working together earlier this week.
“The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt and convicted through due process of law,” the release said.
The Tennessee Bureau of Investigation said Mullins remains in custody following his arrest.
